Code Compliance Officer - Senior is an Advanced Level classification in the Code Enforcement series and is reserved as a promotional opportunity if a vacancy should occur. Employees in this class perform and execute the duties of Code Enforcement Officers I and II; such as involvement in the investigation of potential violations and the enforcement of zoning regulations, environmental blight and property maintenance codes. The candidate selected will also function as a lead/specialist by providing leadership to the team in close partnership with and in the absence of the Supervisor; will train, mentor, and support Code Compliance team members; will review and compile documents created by team members, and lead, develop and delegate assignments for newly developed services that are implemented by the Code Compliance Unit. This position reports to the Code Compliance Supervisor.

Examples of Duties for Success

  • Complete Code I/II duties as needed; provides support and mentoring to junior staff.
  • Conduct more difficult and complex inspections and investigations.
  • Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Provide first point of contact assistance to code officers including, but not limited to: case, blight, escalation packet, and letter reviews.
  • Lead daily operations for code compliance team by problem solving and resolving issues, coaching, and providing insight to new officers regarding case information.
  • Provides back-up to code officers in their absence. Conduct regular trainings for the Code Compliance team.
  • Assist in new staff development including, but not limited to: new hire training and development process.
  • Serve as project lead, assist in development and implementation of new Neighborhood Services projects and/or programs, and delegate tasks to team members for new Neighborhood Services projects and/or programs.
  • Serve as lead for at least one neighborhood services program area including, but not limited to: short term rentals, tool shed program, and enrichment programming.
  • Lead the seasonal graffiti program including, but not limited to: the hiring process, staff development, and overseeing daily operations.
  • Performs related duties and responsibilities as required.
  • Coordinate with other agencies regarding variety of matters including joint inspections.
  • In the absence of and in partnership with the Code Compliance Supervisor, this candidate will help provide leadership to the team by helping establish schedules and methods for providing code enforcement services; identify resource needs; review needs with appropriate management staff; and allocate resources accordingly.
Qualifications for Success

  • Ability to remain motivated and dynamic and engage in problem-solving throughout the day.
  • Demonstrate thorough knowledge of advanced codes, ordinances, laws and regulations pertaining to zoning, property maintenance, and blight.
  • Apply principles, practice, methods and techniques of zoning and property maintenance code violation investigation and enforcement.
  • Apply basic principles and procedures of record keeping.
  • Apply safe driving principles and practices when operating a motor vehicle. Ability to operate photography equipment.
  • Operate modern office equipment, including computer equipment.
  • Learn County codes, ordinances, laws and regulations pertaining to zoning, property maintenance, and blight abatement.
  • Learn, interpret, and apply State and local policies, procedures, laws and regulations. Learn court procedure, including but not limited to: citation issuance and obtaining various types of inspection warrants and court documents.
  • Maintain and update records, logs, and reports.
  • Respond to inquiries, complaints, and requests for service in a fair, tactful, and timely manner.
  • Work independently with minimum supervision.
  • Enforce necessary regulations with firmness and tact, and consistently maintain excellent customer service whenever possible.
  • Communicate clearly and concisely, both orally and in writing; make presentations. Establish, maintain, and foster positive harmonious working relationships with those contacted in the course of work.
  • Take proper safety precautions, anticipate unsafe circumstances and act accordingly to prevent accidents.
  • Use all required safety equipment. Ability to operate a sound meter. Ability to operate a light meter.
  • Perform searches of legal records for names of property owners not in compliance with County regulations.
  • Inputs and retrieves a variety of information using a computer terminal, iPhone and iPad.
  • Performs minor maintenance on assigned vehicle.
  • Organize and review the work of assigned staff involved in code enforcement. Recommend and implement goals, objectives, policies, and procedures for providing code enforcement services and activities.
  • Understand, interpret, and apply general and specific administrative and departmental policies and procedures and well as applicable federal, state, and local policies and regulations.
  • Advanced knowledge and operation of computer and County-supported software to include Outlook, Accela, JD Edwards, E-Docs and other software used in the Community Safety and Well-Being Department, including the use of iPads for field inspections.
More Qualifications for Success

Experience:

  • Minimum of 5 years' experience in code enforcement, zoning, and/or a related field including two (2) years of experience as a Code Compliance Officer II, or in another closely related field.
  • The individual should also possess a minimum of 1 year experience in a lead, mentor, or supervisory capacity.
  • Demonstrated experience leading a special team or project related to code enforcement and/or a related field is preferred.
Academic Experience:
  • High School Diploma or GED required.
  • Bachelor's degree from an accredited college or university is preferred.
Lived Experience:
Lived experience includes justice system involvement, incarceration, poverty, and homelessness, and/or behavioral health.

License or Certificate:
  • Possession of a valid driver's license.
  • Within 3 months of hire, obtain an ICC certification for Property Maintenance and Housing Inspector (IPMC).
  • Within 18 months of hire, obtain Basic or Advanced Code Enforcement Officer Advanced certification, from the Colorado Association of Code Enforcement Officials (CACEO).
    • This licensure is dependent on availability of the course level being offered, which occurs on an every-other-year basis.
